Streamlining the Building Administration: New approaches, new initiatives
The central department of the Board of Building and Public Works is responsible for the organization, budget and personnel of the State Building Administration. In addition to the Board of Building and Public Works, as the ministerial echelon, there are other administrative offices, including the building departments of the seven district governments and the two regional revenue offices, 28 bureaus dealing with building construction, as well as 23 building authorities and two freeway authorities responsible for roadworks. Altogether, the State Building Administration employs around 11,000 persons, just on 80 % of which are blue-collar workers or salaried employees. With federal and state investments and subsidies, the State Building Administration puts an annual EUR 5.9 billion into construction.
In all areas of public construction, planning the total labor force and
personnel qualification
are crucial.
For this purpose, the Board of Building and Public Works sets up guidelines for training new civil service personnel for every type of civil engineering career, whether for the Bavarian state or the municipalities. As a rule, contract work is put out to tender, and the officials of the State Building Administration award building contracts to the party that makes the most cost-effective offer. After all, our highest principle is always that of
economy
in the use of public resources.

and
environmental planning.
